Microsoft thinks the context menus are overloaded and, as part of the DCH spec, has pushed the Control Panel apps into the Modern/Metro app space and download from the Microsoft App Store. Intel automated the download and installation of the new app, but it doesn't occur until after the first reboot following the driver package install.
