Cuz right now, the NVidia control panel is only showing the first group of options. I *think* it's because of interference from the intel graphics.
How can I do this?

Depends on your rig.
On some PCs you can disable iGPU in BIOS.
On Optimus systems you can force GeForce GPU in NVIDIA control panel.

MSI GS Series GS73VR STEALTH PRO-033 17.3" 120 Hz Intel Core i7 7th Gen 7700HQ (2.80 GHz) NVIDIA GeForce GTX Max-Q 1070
It's not an option in the BIOS.
I've sent this laptop to MSI (for service on the display housing). Had to pull the hard drives first, and re-imaged them afterward.
Prior to service, it acted normally.
Since service, the Nvidia control panel *does* behave as if "controlled by Optimus" - not showing all the usual 3d options. (See attached image).
But I don't want it to be behaving that way.
I'd *LIKE* to have all video functions passed through the NVidia card.
Notably, this laptop should support G-Sync, but I can't get to that part of the control panel.

Did MSI flash a new BIOS onto your rig?
Actually Optimus and G-Sync are mutually exclusive.
Intel iGPU should not even appear in device manager.
Can you activate G-Sync?
On my ASUS it looks like this:

I don't know if they put a new BIOS on. The recent BIOS release notes (for the last year) don't indicate any related changes.
No, can't activate G-Sync, cuz it's not there.
Your picture is how my NVidia control panel used to look, as well. Now - (consult my attached image) - none of those options are available (including G-Sync). Only the circled ones.

And iGPU appears in device manager?
Probably MSI messed sth. up while reassembling.
Some jumpers or wires that trigger G-Sync?
In worst case they exchanged the whole display with a wrong one.
Identify your display with HWiNFO64 (i have an LG Display LP156WF6-SPB6) and find out if it's G-Sync capable.
