Intel 3450 chipset - AMT 6.0 but no vPro?

What exactly is missing in the 3450 chipset if it has AMT 6.0 but not vPro? Asus has announced a board:

I can see it has two realtek nics, so perhaps you can't connect to AMT if the PC is turned off?

What about the built in VNC server?

Intel really should supply a vPro + ECC chipset...
