Thank you for reporting the clock speed issues with your Intel Arc B580. I understand how concerning it is when GPU clocks drop during save/menu processes causing latency spikes, and the OBS encoding problems you're experiencing.

To help investigate this performance and encoding issues, could you please provide:

1. Download from https://www.intel.com/content/www/us/en/support/articles/000005511/processors.html and run as administrator
2. Please capture about 5 minutes of gameplay data using CapFrameX to check the performance issues you're experiencing.
3. What specific steps have you already tried to resolve these issues?
