After uninstalling the Intel Graphics Command Center the service is still there and continues to run even after uninstallation. How do I completely get rid of this? I tried to install the one from the Microsoft Store and it just makes a new service. I end up having two services running. The legacy/original one that downloaded from Windows when I enabled my onboard display through the BIOS is still there. I uninstalled that one and the service never went away. It also doesn't even show up in the startup tab under task manager. The one from the Microsoft Store gets removed fine. Anyone have any ideas?

Figured it out. For anyone else who experiences this problem here is a fix to get rid of the service completely.
Open Regedit
Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\
Look for the Intel Graphics Command Center service and delete the folder.
Restart your PC.
Someone should probably still look into this though.
