I use Windows Media Center (new HTPC) to watch TV:
Motherboard: Gigabyte G1.sniper M3
OS: Windows 7 Ultimate 64bit
CPU: Core i7-3770 / T
GPU: Intel HD Graphics 4000 (CPU on board)
In live TV channels or playback of TV recordings with 1080i-resolution TV image is choppy for about 1 minute. After that everything is fine. The problem is not present at 720p resolution. Only at 1080i.
I installed the latest driver 8.15.10.2696.
Please help. Thank you.

I can confirm. Have the same problem on ASUS DZ77-V board, otherwise identical config as yours.
Seems interlaced handling is broken in this driver.

Have the same issue with config:
CPU: Intel i3-3225 (HD4000)
MB: Biostar H61MH
Driver version: 15.28.8.64.2875 (x64)
When I switch DXVA2 mode to DXVA in registry, all works fine but with higher CPU usage.
It seems that it's 100% driver issue.
