Intel Graphics Settings does not open

When I right click on my desktop and click 'Intel Graphics Settings', nothing appears or loads.

I'm trying to change my scaling settings so I can get Counter Strike's 4:3 aspect ratio stretched to my 16:9 monitor. I have an MSI GV62 8RD laptop, so this cannot be done through my Nvidia control panel.

LBarc1, Thank you for posting in the Intel® Communities Support. I looked in MSI's web site and I see that the graphics controller for this laptop is GeForce® GTX 1050 Ti with 4GB GDDR5, so it seems that the Intel® graphics controller is disable for this platform. Just to let you know, depending of the graphics drivers that you are using you might need to download the Intel® Graphics control panel from Microsoft's web site: https://www.microsoft.com/en-us/p/intel-graphics-control-panel/9ndlclmmtmrc?activetab=pivot%3Areviewstab We recommend to install the graphics driver provided by the manufacturer of the computer, since that driver was customized by them work with your specific platform. According yo MSI's web site there is an Intel® graphics driver that is available version 24.20.100.6169, please try to install it: http://download.msi.com/nb_drivers/vga/vga_win64_24.20.100.6169_0xce2b7b08.zip There is also an Nvidia graphics driver version 398.35: http://download.msi.com/nb_drivers/vga/VGA_vga_Win10_x64_HDA(398.35)-1033509-01_24.21.13.9835_0xbf679855.zip In reference to the NVIDIA graphics control panel, I found a note in their website stating: "1.In order to use the NVIDIA Control Panel, please go to [Utility] page to download and install NVIDIA Control Panel UWP after installing the NVIDIA Graphics Driver. 2.This version is only supported Windows 10 RS4(1803) or later version."
