Intel HD Graphics 3000 (CANT INSTALL, UPDATE, AND IT SAYS UNKNOWN DEVICE)

The Graphics Drivers says "Unknown Device", and i uninstalled it

I cant even open Intel Control Panel

 

When I Try to install intel HD graphics from https://downloadcenter.intel.com/Detail_Desc.aspx?DwnldID=24696&lang=eng&ProdId=3319 Intel® Download Center it says "The Setup program failed to install one or more device drivers."

I Also Tried Installing it forcefully by opening Device Manager and it says "Access Denied",

I Also did the install in Safe Mode, and it worked, but after the Reboot, it says that the device is not working properly.
