Not sure what to do with this. I upgraded to the most current 4600 driver for Windows 8.1 yet the WIndows Upgrader program still says Windows 10 is not compatible. And, I can't install the newer Windows 10 version of the driver.
What to do?

First you need to uninstall old driver.

Try install and older driver that came with your pc. I upgraded to windows 10 on a haswell pc with an older video driver. If it doesn't work then your windows may have a problem....
You can try uninstall completely the driver with this utility: http://www.guru3d.com/files-details/display-driver-uninstaller-download.html Display Driver Uninstaller Download version 16.0.0.2
Select Intel at Graphic Driver.
Then click on Clean and DO NOT Restart.
And then Set Automatic Installation Driver to default. And after that restart.
Then install the driver.
I ran the DDU utility. After the restart, it took a while, but things came around. I'm now at driver 4264 from Aug 2015, but still no luck with the Windows 10 upgrade.
Thanks for your help, but I'm starting to think the best course for me is just to ride 8.1 for another year or two and then I'll probably be upgrading to a new desktop.
Try disable antivirus, and check again. This problem you have should not happen. You can also try to upgrade from the webpage https://www.microsoft.com/en-us/windows/windows-10-upgrade How to Upgrade to Windows 10 - Microsoft it will install a newer update.
Well ... good news and bad news.
I was able to find the optional update KB2976978 and sure enough, it was not installed on my machine. I installed it and restarted.
Unfortunately, the WIndows 10 upgrader utility still gives me the same error message.
A couple things. I have a bucket load of "recommended" updates that are not installed as I was set to only install "important" updates. Should I install the whole pile of recommended updates? (Scares me a fair amount). Or, are there perhaps other specific patches that could be applied at this point?
Or, now that KB2976978 is installed, should I be trying some of the other Intel 4600 Graphics drivers? I'm sitting at 10.18.14.4264 right now.
I applied all 87 updates tonight and ........ still the same response for the updater utility. I tried installing a few of the different versions of the graphic driver that we had tried ... interestingly, a couple of them now said "my machine didn't meet minimum requirements" for the driver. So, pretty much had given up.
Then, came back to my machine an hour or so later, and the automatic Windows 10 upgrade window was displayed saying that my machine was compatible with Windows 10 and when would I like to schedule the upgrade. I went ahead and scheduled for tonight ... we'll see what happens. Still, when running the upgrade utility manually it says the display is not compatible....
