A very good question. Yet another feature that seems to have fallen through the cracks in Intel's rush to deliver DCH drivers. This is definitely one of those "three steps forward, two steps back"-type efforts.
Intel Customer Support: please have this issue analyzed.

Hello ashys
Thank you for posting in the Intel Community.
In order to look in the behavior that you are having please provide me with the information and reports provided on the following link: https://forums.intel.com/s/feed/0D50P0000490AGdSAM
Does this behavior happen only on EDIUS 8 Pro or in different software too?
Hope this helps.

Hello ashys
Thank you for the information.
The Intel® Media SDK 2018R2 (or newer) software development tool contains a fix for this issue.
· This is not a driver update but rather the software used by application developers to program and optimize their code for Intel hardware
· For consumers using an affected application, Intel recommends contacting the application developer to report this issue to them
o The application developer would need to rebuild their software using the latest Intel® Media SDK (2018R2 or newer)
Example: Handbrake version 1.2.2 already introduces a fix for this issue.
Find more information in Frequently Asked Questions about Windows* DCH Drivers for Intel® Graphics https://www.intel.com/content/www/us/en/support/articles/000031275/graphics-drivers.html
The issue starts with the Intel® Media SDK dispatcher and current changes forced by Windows UWP.
The applications affected by this issue should be rebuilt using Intel® Media SDK 2018R2 or newer. https://software.intel.com/en-us/media-sdk
Visit this forum https://software.intel.com/en-us/forums/intel-media-sdk/topic/800921
In this case, as motioned above please provide this information to the software developer.
