This should be the right MEI driver for your chipset:
https://downloadmirror.intel.com/27104/eng/ME_Consumer_Win10_11.8.50.3426.zip https://downloadmirror.intel.com/27104/eng/ME_Consumer_Win10_11.8.50.3426.zip
Actually it installs DriverVer = 10/03/2017,11.7.0.1045
Can you add a screenshot from properties/details of c:\Windows\System32\drivers\TeeDriverW8x64.sys
I attached one for reference.

Do you put this file in the folder you said TeeDriverW8x64.sys?
It's not right to install it directly, and I don't have this file in my computer directory

No, don't copy it manually.
Windows should have already installed a basic version.
Check your management engine with \SA00086_Windows\DiscoveryTool.GUI\Intel-SA-00086-GUI.exe from
https://downloadmirror.intel.com/27150/eng/SA00086_Windows.zip https://downloadmirror.intel.com/27150/eng/SA00086_Windows.zip
I added another screenshot for reference.

Show the unknown, I tested another version 1703, the internal version 17083 is not good, the installation of the system is not, before the same. Is it the reason for the HP BIOS upgrade?

Very odd, the ME firmware seems to be missing in your BIOS.
That's why the Windows driver cannot be installed.
I suggest to contact HP support:

This should be the latest BIOS problem. I have fed back to HP, but I haven't received the message, and I hope HP will be able to solve it. Thank you very much for your help!
