This should be the right MEI driver for your chipset:

Actually it installs DriverVer = 10/03/2017,11.7.0.1045

Can you add a screenshot from properties/details of c:\Windows\System32\drivers\TeeDriverW8x64.sys

Do you put this file in the folder you said TeeDriverW8x64.sys?

No, don't copy it manually.

Windows should have already installed a basic version.

Check your management engine with \SA00086_Windows\DiscoveryTool.GUI\Intel-SA-00086-GUI.exe from

Very odd, the ME firmware seems to be missing in your BIOS.

That's why the Windows driver cannot be installed.
