Hello,
The described issue here http://www.intel.com/content/www/us/en/support/graphics-drivers/000007921.html is happening for me with the latest driver for Intel N3700 integrated proccessor/mobo. The OEM is ASRock, model N3700-ATX. I assume, that fix was not applied to the driver - the driver for my GPU is very old, middle of 2015 (v15****). What is interasting is, windows update finds a newer driver, version 20.*** that is not even posted on Intel support page. It stutters with cloned 2 or 3 displays, it doesn't stutter when screens are connected but not extended. Players like Windows Media Player and VLC, others.
Regardless, with either driver, cloning displays results in stuttering every few seconds. Windows 10 64 bit. I bought this motherboard due to advertised (by Intel) tripple display and I can't use it properly.
