This is a follow-up to a thread created on https://social.technet.microsoft.com/Forums/en-US/w7itprohardware/thread/452658c1-3cc2-48d1-b0a1-77f68359ddba Microsoft Technet where Microsoft said I should try ask Intel for help:
I've had my Intel Q35 internal display chip on my Dell PC a long time. I found that if I removed the igfxpers.exe which seem to do automatic-checking for new displays that are connected.
When igfxpers.exe was running on Vista, I could disconnect a monitor and then reconnect it and it did not find the signal. But if igfxpers.exe was not running, I could remove a monitor and then reconnect it and it worked fine.
However, in Windows 7, this behavior is not the same. Whatever I do, I cannot reconnect a monitor. I always have to reboot the computer to make it detect the signal. Do anybody have any clue for fixing this? Or do I have to reinstall Vista?

Hello,
The igfxpers service is the persistence module, which will keep the settings that have been set previously by your Original Equipment Manufacturer or the settings that you have configured through the Intel(R) Graphics Media Accelerator control panel. Basically it will keep them active while the service is running, for example when you configured the system to work on clone mode and then you connect the secondary display, then the clone mode will be automatically enabled.
From our side we have not seen any similar issue as the one you described. If you would like to try one of the latest generic drivers that we provide you can refer to the following site:

If the issue persists trey using higher quality cable, use a direct connection (do not use any type of adapters or converters), update your system BIOS to update the Video BIOS of your computer and try also using the drivers directly provided by DELL. In addition try using another type, brand and model of monitor and check with DELL for further troubleshooting on this issue in case they have seen a similar behavior on their systems.

Thanks I have tried the latest driver.
I don't get your cable stuff etc.
If I boot a Boot-CD e.g. containing linux, this is no problem at all. I can disconnect and reconnect the cable and there is no problem. However it always fails in Windows 7. And it do not in Vista. I have now concluded that this issue is driver-related and something-windows7 stuff which is different. I have now re-installed Vista and everything works fine after I've removed igfxpers.exe from running at startup.

At this point you I suggest you to check directly with DELL to see if this is a known issue with their video BIOS and driver implementation or an isolated problem with your computer.
