Hi,
there is the video issue after installing Intel HD VGA driver (Version 22.20.16.4691) from Asus support page https://www.asus.com/Motherboards/EX-B250-V7/HelpDesk_Download/ https://www.asus.com/Motherboards/EX-B250-V7/HelpDesk_Download/
The capture of the screen looks following:
Monitor is connected via HDMI interfaces, but screen issue doesn't depend on connection type. The same screen issue appears when connecting remotely via TeamViewer.
After reverting to Microsoft Adapter Display Adapter screen looks clear:
OS: Windows 10 64-bit.
BIOS and Intel ME updated to the Asus recommended.
I tried to install Intel genuine HD video driver https://downloadcenter.intel.com/download/27355/Intel-Graphics-Driver-for-Windows-15-60-?product=97503, which is newer and tentatively could solve the graphics issue, but the system doesn't accept it.
Any suggestions how to solve the issue?

Thank you for joining the Intel® Community. I am sorry to hear you are having issues with this matter.
The first thing to do in this case is to report this behavior to ASUS support since the driver is the one they provide for your particular computer model. From my end you can try installing the driver .4877 with these steps: https://www.intel.com/content/www/us/en/support/articles/000005629/graphics-drivers.html

Hello Amy,
thank you for advise regarding manual installation of the Intel 23.20.16.4877. I have tried it before, but it doesn't work. System doesn't recognize original Intel driver as compatible and responds, that the best driver (Microsoft Basic Display Adapter) already installed.
I am also contacting Asus suport in parallel, but up till now their response is - "This issue can be caused by CPU or DRAM, there is no reason to believe that this is a motherboard, since it does not participate in image rendering, being only a data transmission bus. That is the reason either in the CPU or in the DRAM. So it is worth checking with others." I have checked RAM with Windows Memory Diagnostic tool, which responded no errors. So now I am trying to check any possible issues with CPU.
Does anybody knows any tool for checking HD Graphics 630 on Intel I3-7100?

I would also recommend to have ASUS take a look at your computer since they are commenting that this could be hardware related.

Finally the cause of the problem found and solved.
There was no fault in motherboard. Asus EX-B250-V7 performs perfectly after changing CPU to another one. Therefore I returned suspicious i3-7100 CPU to seller. Seller confirmed the problem in CPU and replaced it by new one.
Setups works perfect after replacing faulty CPU. Solution confirmed. Issue closed.
