Did you log the GPU frequency while playing? It should run near the max dynamic frequency. However, this is not guaranteed on a mobile 35W chip. But if it runs indeed just with 650 Mhz, then it's most likely the low clock Bug. Is this a dualchannel config with 6GB DDR3 or is it running in singlechannel mode?
Try an older driver like 8.15.10.2361. There wasn't a low clock Bug as far as I know.

As I wrote try driver 8.15.10.2361. If it is the low clock Bug it should run faster with it. 50 fps average isn't that low by the way.

Did you disable V-Sync in Intel control panel? Some versions of CS also require console trick to disable internal FPS limit (fps_max command).

Hi there!
I would like to better understand the issue you are reporting. It would be very helpful if you could include more detailed information about your system configuration.
Can you reply with the following information?
What is your operating system version? If 32 or 64bit.
What is the version of your game Counter Strike, patches?
Can I get a clear list of what graphics drivers have been tested and which is your current graphics driver version?
Thanks
Allan.

Really the Intel hd 3000 have a bug with Counter Strike 1.6
if you use the flashlight your fps fall down to 30-50 and rise up to 100 if you disable... the same occur when bombs explodes,etc... there's a lot of people reporting this issue.
This is so funny because i have two laptops
Old Laptop
[core2duo, 2gb ddr2 with Radeon hd 3450 Mobility ]
Counter-strike 1.6: Always running with 100FPS... inside smoke, flashlights on... never down to 98-
Counter-strike Global Offensive [Released yesterday]: running with 15-25 FPS
Now running in my newer laptop
[i5 2520M, 4gb ddr3, Intel hd 3000]
Counter-Strike 1.6: Running with 100 fps but inside smokes, flashlights or another bombs exploding the FPS down to 70-80 sometimes 50-60
Counter-Strike Global Offensive: running with 40-50 fps
I believe that this bug with cs1.6 is related with dynamic ram or something like that because cs1.6 is relatively light and don't consume a lot of memory

Even this 2622 is 8 months old. I have no idea if the newest has fixed this but it's always first priority to test it with the newest available and then report the bug if necessary.

in firsts posts you recommend to use a old driver
Try an older driver like 8.15.10.2361. There wasn't a low clock Bug as far as I know.i tried with the most recent...the 2622 and the 2342... the same bug for all

Most recent: Download Center
edit: no idea why my direct link doesn't work. Just go to downloadcenter and download 15.26.12.64.2761.
And it makes a big difference between 2361 and 2342. 2342 was based on 15.21 and 2361 was the first 15.22 release with performance improvements in general for the HD3000. And yes 2669, 2696 and all 15.28 drivers have a performance bug in HL2, don't use it.
