There is no driver for windows 10, except that which Microsoft provides, which is the generic driver which lacks features and performance.
The 4 series chipset, and your processor, are not supported on Windows 10.
How to fix? If you are a laptop, get a new laptop that is supported.
If you are a desktop, you might get lucky and find a compatible amd or nvidia graphics card.
