The problem is your version of windows (Enterprise 2016 LTSB). It is too old.
Here is the latest driver for your processor, which is unlikely to install on your version of windows:

You need to update your windows first. Try 2018 version 1809.
Once you update your windows, then try installing the latest graphics driver.

FIFA 2020 manager requires AMD Radeon HD 7850 2GB, NVIDIA GTX 660 2GB, or equivalent.
I think you have to update your graphics card.
