A few weeks ago I reinstalled Windows 7 Pro on my Dell Optiplex 9020.
I installed all the drivers from Dell, but I think something may be off with the display drivers. Sometimes scrolling feels sluggish and there is sometimes lag when typing. My main problem is when I run Adobe Flash CS5 (and even my older CS4) the textfields in the UI glitch. The cursor switches from the default pointer to the edit text pointer. Instead of the program checking if the cursor is in the text field once it seems to check every time the cursor is moved, resulting in an annoying flicker: https://www.youtube.com/watch?v=3384GUw0yec IMG 07921 - YouTube
Could this be related to graphics drivers?
I tried to update the Intel drivers with the update utility but it says "A customized computer manufacturer driver is installed on your computer." I tried to manually update, but I wasn't sure of my desktop board. I ran the desktop board utility and it said there was no Intel desktop board was detected in this system.
Anyway, could the weird cursor glitch be a result of the display drivers?

We always recommend customers to download and install the drivers provided by the system manufacture, since our drivers are generic drivers and sometimes these cannot be installed on other systems or the installation of them could overwrite their customizations and possibly change the functionality of the graphics.
Would you please let me know which Intel driver version did you installed on your system?
Have you tried installing the previous version available?
Could you please attach the DX Diag report from your system?
(Start -> Run -> dxdiag -> Save All Information).

I installed the drivers from http://www.dell.com/support/home/us/en/04/product-support/product/optiplex-9020-desktop/drivers this page. Most of them were done automatically by Dell system analysis. However, this one keeps repeatedly showing up as an available update:
