I am running a scripted ffmpeg transcode scripts for weeks that fail to work properly since a driver update.
Since the driver Update of Intel UHD to 30.0.101.1340 the bitrate argument is being ignored. I'm pretty sure this is a Intel driver problem as the same ffmpeg version was working before honoring the "-b:v 37.5M" argument for 37.5 Mbit/s while now it is going between 60-100 Mbit/s.
How can the driver be rolled back or can this issue get confirmed?

Thank you for posting on the Intel️® communities. Please share with us the following information to investigate:
- Did this start with the .1340 driver?
- Did you try other drivers?
- Intel® System Support Utility (Intel® SSU) results
- Download the Intel SSU https://downloadcenter.intel.com/download/25293/Intel-System-Support-Utility-for-Windows-
- Open the application and select "Everything" click on "Scan" to see the system and device information. By default, Intel® SSU will take you to the "Summary View".
- Click on the menu where it says "Summary" to change to "Detailed View".
- To save your scan, click on "Next", then "Save".
