I'm using RTX 3060ti and Intel A380 graphics card right now.
and monitor was connected to an RTX 3060ti graphics card.
( two graphics cards installed on motherboard, and the monitor is only connected to the 3060ti )
Intel Arc driver version 31.0.101.3959,
the AV1 encoding option is enabled in OBS without this problem.

but, when using newer drivers after version 31.0.101.3959, the quicksync av1 encoding option is gone.
Quicksync AV1 encoding option is enabled when the monitor is connected to the A380 graphics card.
....But in this case, all games are operated with the A380 graphics card, ...so this method is practically unusable
(Even if you assign a GPU in System - Display - Graphics - Graphics preference, the game works only with A380)
How can I enable the AV1 encoding option while using the latest drivers?

Thank you for posting on the Intel Communities. I am sorry to hear that you are expecting issues trying to enable AV1 Encoding on your system. Please let me know the following information:
1.-If you completely remove the Nvidia GPU from your system and only use the ARC GPU, Does the same issue happen?
2.-Create a log file with the Intel® System Support Utility and attach it.

1. no, In that case, the AV1 encoding option is well activated because the monitor connected with the A380.

I'm a big fan of the Intel arc graphics card.
Even the A380 was not officially launched in Korea, but was purchased overseas.

Go to your motherboard manufacturer's website and update the Bios to the latest version.
Also, please create a System report following these instructions. Only use the instruction under Intel Graphics Command Center (Intel GCC).

Sorry for the late reply.
haven't been able to answer because I've been busy with work.ㅠㅠ
in the meantime, there was a small hardware change on my computer.
I changed the NVIDIA graphics card from 3060ti → 4070ti.
Other system details are the same, but just in case, I recreated and attached a report using the Intel® System Support Utility.
Also attach a report (using Intel Graphics Command Center) made by following these instructions written in the comment dated 02-20-2023

Oh, the motherboard (ASUS X570-PRO) BIOS was updated from 4403 to 4408.
There was a more recent version, the 4601 BIOS, but I did not install it because it was a beta version.

also, you mentioned the Intel driver version, but what version of OBS are you currently running?
have you alredy tried if reverting back to OBS v29 Beta2 oder v29 Beta3 could solve your problem (in case you run newer release version) ?
did your nvidia drivers change too, or not? maybe also try an older /new one...
I have recently discovered issues with screen video capture as well on my Arc A770 as well, all QuickSync hardware encoders tried, were all suddenly buggy somehow now.. havent tried recording using Arc quicksync in hardware in a while but it was possible at some point, a while ago: I was able to record using OBS 29beta2 using Arc & AV1 without a problem back when I recorded the display glitch videos for reporting errors of FH5& NfS:unbound with older windows update & older *.38xx Arc drivers
Anyways, for my new video regarding >> Link: Lower than expected perfomance in The Crew 2 << (no replies yet btw)
I had Arc driver version *.4125 Beta installed :
because old arc control built in function wouldn't allow for 4K @60fps @ quicksync HEVC/AV1 in hardware,
I wanted to use OBS again, final 29 release&hotfix this time,
set to quick sync hardware in AV1 or HEVC or H264, but this time every attempt miserably failed, with the following outcome :
* recording started, the file size was unsuspicious and corresponding to the bitrate I had set OBS to (CBR, various attempts. ranging from 1000 to 400000 kbps iirc)
*however, each recorded video (streamed/stored to fastest, pcie4x4 system/OS nvme, later to separate, fast pcie3x4 m.2 nvme) turned out to be corrupted, image quality appeared to be okay, even good, on rare occasion even great :
but, it would run out of 'sync' very soon after a few seconds each time, with degrading performance, from 'smooth' to chopy, still image performance @ perceived 1 image per 3 seconds or so.. really really broken mess, nothing but a slide show.
* depending on bitrate set, I got the feeling it would take a bit sooner or later before the video recorded would 'break' turning into a choppy slide show.
*recording sometimes didn't even start, leaving a 0KB file
*same for the built in recordin feature of Arc Control, didn't work most times, and if it ever did, terrible pixelized image quality, could not be the bitrate/format I had set it to use.
what I did to get it working again because I knew it once did :
* changing hardware encoder set in OBS from AV1 to HEVC or H264 didn't help a single bit (it would change initial image quality but not the bug of having a slide show instead of a smooth 60fps 4K video after a few seconds)
* uploaded the test video on youtube & sent the link to my smartphone to watch, see if it was a real encoding issue or afterwards when watching/decoding locally (turned out I got the same slide show mess to see there, too, so problem occured in encoding/saving stage I'd guess)
* tried reverting to older OBS version, 29 beta2 - didn't help
* btw one of the Arc Control Assist processes was blocking OBS re-install each time, you need to manually kill all instances of arc controll processes within task manager first ? )
*tried reverting to older Arc drivers back to *.38xx , using DDU tool in windows save mode each time just to be sure. didn't help.
*uninstalled some of the more recent windows update KB patches, didn't help
how I eventually managed to get at least one video recorded again that wouldnt lag out / turn into a slide show over it's full length:
* let windows update reinstall those update KB's I had removed (those dating from Dec to Feb)
* run as admin within cmd or poweshell: Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
(careful.. forgot it would make every unwanted/uninstalled windows app to appear and pop up again.. eg. skype and such)
* also ran once: DISM.exe /Online /Cleanup-image /Restorehealth
* reinstalled driver *.4125
* then I had broken/bugged arc control panel briefly, mixing up new windowed/desktop/overlay modes,
and interestingly the section where you select the bitrate & codec :
each time I brought up the panel to change/check settings, it would auto-revert previously selected codec, not allowing for AV1
each time I brought up the panel to change/check settings, it would also take the previously set maximum bitrate as the new minimum.
eg. on first launch, bitrate max was a ridiculous amount of 100kbit only.. on third attempt I could select 140400 kbit . no idea which one it would use internally for real in the end,
* but regardless of that issue, I finally managed to get a fully recorded video eventually after all these steps,
one that didn't time out into a slide show after the first seconds, and ran 'smooth' til the end (well define 'smooth' cause I only had ~41-50 fps ingame.. but at least the video was no entire stop motion slide show anymore)
however, even now as of writing this:
* video recording still sometimes just doesn't start or finish properly using the build arc control in feature resulting in 0KB file.
* missing a hotkey to start & stop recording videos. the one hotkey you have, says its for highlights only)
was too afraid and exhausted to try recording with OBS again the other day, will try tonight if that one is working again now or still bugged too.

I didn't look at the OBS guide, but I always assigned the A380 GPU to OBS through that method.
(In addition to the Power saving and high performance options, Windows 11 allows to assign GPUs to each program in detail, so we always assign A380 GPUs to OBS.)
Even when I did that, qiucksync AV1 encoding option does not saw up
The version of OBS currently in use is version 29.0.3, and I have not used the beta version.
I don't remember exactly what version of the NVIDIA driver it was, but I always tested by uploading the latest version. (Maybe it was the 528.XX version)
Also, the Intel Arc graphics driver has tried all drivers, including beta versions since version 31.0.101.3959
This is because version 31.0.101.3959 activates the Intel QuickSync AV1 encoding option in OBS
even if nothing is connected to the A380 graphics card.
In later versions, AV1 encoding option is activated only when a physical monitor is connected to the A380 graphics card.
I have never used the OBS 29 beta version (I upgraded from version 27 to version 29.0.2)
I will try the beta version of OBS soon and leave feedback.

After researching and checking this issue, since the OBS app does work when using only the ARC GPU it means the driver is exposing correctly the encoding capabilities to the application. Since it fails when using multi-GPU only, it would be better to contact the OBS app developer and report the issue as it might be an app limitation issue.
