Several older games' picture & video aren't upscalling properly in full screen window mode; regardless of settings in Intel Graphics Software app with-in latest Microsoft Windows 10 builds or windows 11 OS. Several of them are forcing the same smaller image size with out stretching, with large black borders surrounding the small image.
-older rpg maker engines
- games built using older direct X 5 - 7 (jpn/en) and/or Windows 95 - Windows 2000/ME
-older Microsoft Visual C++ Redistributables
-games built using direct X using 8 - 9/10 (jpn/en) and/or Windows 95 - Windows Vista
Of such games that do upscale in full screen and/or full screen window modes are now displaying jaggies without smoothing out the picture on legacy games like they used to; when using compatible hardware & software: P-core only intel CPUs' gpu (intel 11th gen mobile & desktop Cpu or prior), Nvidia's 4000, 3000, 2000 rtx mobile & desktop gpu or prior, latest k-lite codecs. While a few of them are now even showing jaggies with no smothing dome in window mode as well.
A handful of such vintage games are showing a blank window when displaying video in the in-game window, a few less older games as well; even with the lastest k-lite codecs installed with legacy components set on.
On the latest windows 10 builds and/or windows 11 some older games are freezing and/or crashing when in-game animations play or in-game scene changes to another, while other vintage games either aren't launching at all; while using compatible* (above) intel hardware/firmware, nvidia hardware/firmware, and/or k-lite codecs.
* (At least the components were previously compatible, but now needs more updates created by devs for customers to apply patch fixes.)

Additionally, could you share the GPU you're using and the model of your laptop? This will help in troubleshooting the problem more effectively.
