Description
Provide a detailed description of the issue AND 'does it fail every single time, or only sometimes?' If you can offer a % rate please do.
Intermittently when using quicksync the entire machine will hang, with repeating audio. Nonresponsive to all user input and it takes 30-45 seconds to respond to the soft reset button on the case.

Custom-built with Intel Core i7-4790K and Gigabyte GA-Z97MX-Gaming 5 mainboard
Hybrid or switchable graphics system? ie Does it have AMD or NV graphics too?
Not switchable, but also using Sapphire Tri-X OC Radeon R9 290X GPU
Make and model of any Displays that are used to see the issue (see note2 below).
LFP = Local Flat Panel (Laptop panel)
EFP = External Flat Panel (Monitor you plug in)
ASUS VG248QE (on Radeon R9 290X)
ASUS VS229H-P (on Intel HD 4600 or Radeon R9 290X; issue occurs either way)

In troubleshooting the issue, I've tried two different GPU drivers each, for both my IGP and dGPU.
I've also tried a second clean install of Windows 10 Pro N.
System has all the latest Windows updates. I am not on the insider preview program.
The issue is not heat nor power-related. I have no other general issues with any other software or games.

That driver is for Windows 8.1 and does not install on Windows 10.
However, there is a new driver version 15.40.7.64.4279 for Windows 10, which I'll try.
