I had a long conversation with intel support on facebook now i post it here.

I found a bug in drivers.

With drivers version - 27.20.100.9466.

I have stutters and freezes in CS GO, in DOTA 2 everything is fine. CPU Frequency same in both games.

With drivers version - 30.0.100.9667.

Stutters and freezes are gone in CS GO. But In DOTA 2 CPU frequency lowers to basic frequency of CPU sometimes it happens in CS GO as well but in DOTA it always on 2700MHz.

I don't even understand how GPU driver can affect CPU freq.

Although if i go to windows control panel and set performance to maximum CPU frequency normalizes in both games.

I've tried clean installation etc. it doesn't help
