Why can't I open intel panel?

Hello, I can't open my intel panel, alltho i have the newest intel graphic version installed. Could it be because of windows updates? Because I have them turned off, it's because if i update it my laptop starts to lag like crazy.

What operating system and version?

What processor model number?

What is the model number and manufacturer of your laptop?

Do you have DUAL graphics?
