Windows 10 Cannot find IGCCTray.Exe

Error Windows cannot find IGCCTray.exe The specific issue I have with this error is that I am unable to follow through with deleting and reinstalling this app because as soon as this error displays, the screen locks up. I am unable to go into Settings to make the appropriate changes.

Please advise. I want to avoid a complete system reset.

Try to boot into Windows in SAFE Mode or perform Clean Boot and then try to uninstall IGCC from Setting App & Features.
