With Intel graphics driver version 30.0.101.1404 changing resolution also turns up brightness to 100%.
Rolling back to version 30.0.100.9864 fixes this issue.
This happens on a Dell XPS 15 9510 running Windows 11:
- 11th Gen Intel(R) Core(TM) i7-11800H @ 2.30GHz
- Windows 11 Pro - Version 21H2 - OS Build 22000.613
30.0.101.1404 is the latest version of the Intel graphics driver available through Windows Update. This driver is actively being pushed by Microsoft these days.
I see that newer versions can be found on intel.com (30.0.101.1631 and 1660).
Is this a known bug fixed in the latest releases of the Intel driver?

The drivers pushed through Windows Update are supposed to be the drivers the system manufacturer has provided to Microsoft to distribute via the MS update service...
I checked the dell website and the latest driver they have is 30.0.101.1404, A04, so it seems this could be an issue in the dell's driver (maybe in the customization they are supposed to configure...)

I checked the release notes for 30.0.101.1631 and 1660 and they say nothing about "resolution or brightness" issues...
In fact, brightness is something that usually depends more on the manufacturer customization (either driver, light sensors, or any other)...

There is a chance the 1404 driver version you're running is a generic version (I can also see this version on Intel website)... I would uninstall the driver completely and reinstall using the one in dell website...
