As per title why does this happen. and only with intel graphics drivers???
Every time an update gets installed or when windows decides to revert intel gfx drivers (why?).
It is an abomination these intel drivers.
Every Intel graphics driver update or change it gives this HAL iommu hardware error one time till the next driver/update change. And only with these Intel gfx drivers.
WHY ???? next to all the other small errors like a clockfrequency that does no longer downclock when idle, there is plenty of these small errors with intel drivers.
When are you going to release something that does comply with windows requirements and not causing hardware error messages ?? Like when will microsoft stop reverting ONLY YOUR graphics drivers??? Maybe YOU are doing something wrong Intel.

Thank you for posting on the Intel Communities. We know that getting these constant errors after every driver update can be frustrating and will be more than willing to take a look at this problem.
We would like to know where exactly are you seeing these errors. Are they BSODs? If possible share a screenshot and let us know if any Operating System function or app is getting affected or if the driver cannot be installed due to the error.
The most frequent situations in which Windows keeps rolling back a driver to an older version is when the system has been built by another system manufacturer, generally, it happens on laptops or mini PCs. They customized our generic driver under a different device ID which Windows detects as the recommended one and due to this it gets rolled back every time. I do not see your system specs on this thread, we would appreciate it if you could share a log file from Intel® System Support Utility so we can check your system hardware.
