In reference to your question, normally yes, you are able o add an external GPU and use the Intel® Core™ i3-10100 processor along with it. But, in this case, the best thing to do will be to confirm that information directly with the manufacturer of the board since the configuration of the graphics controller is done through BIOS settings and they provide all the support for their BIOS. Additionally, they will be able to deliver further details about what GPU will be fully compatible with their board as well.
