i7-6700HQ HDMI issue

For i7-6700HQ processor (at least for Asus GL552VW laptops), there has been an issue on Intel HD Graphics 530 drivers for several driver versions when connecting an external monitor using HDMI. Depending on the external monitor, the external monitor has some pixels flickering (specially darker colors pixels turning green) or might even turn black during several seconds, several times a minute. I do not know exactly since when but around 2018 something changed. I have not reported this issue before because on Windows 10 I can use driver version 20.19.15.4454 and I have no issue. I have just tried version 31.0.101.2115 which is the latest one according to Intel support and verified that the issue still remains.

Now, with Windows 10 near its end of life, I wanted to change to Linux. On Linux this same issue occurs for at least kernel version 5.4 (Ubuntu 20.04) and onwards. The issue does not occur for Linux kernel version 4.15 (Ubuntu 18.04). However, this is an old kernel and is also losing maintenance.

Would it be possible to fix the issue? Or maybe would it be possible to use an older driver on a newer Linux kernel?
