Hello Galahad,

Thank you for joining the Graphics community.

According to the driver documentation, for the 4th Generation Intel® Core™ Processors which includes Intel® HD Graphics 4600 it supports Windows® 10 64-bit and 32-bit only. The driver in question is not compatible with Windows 8.1 and your graphics controller.
