performance / stuttering and input delay sometimes.

so ive been playin gta5 for a few weeks now but it kept crashing from time to another. no stuttering no lagging no nothing. just crashing. i thought it was a driver issues so i updated to the latest driver.
now the game stutters every single second not like micro stuttering but actual stuttering and freezing every 2/3 seconds. i tried like 4 different drivers and nothing changed i tried deleting the drivers and reinstalling it and still nothing changed. its not just in gta now. some games now micro stutters. and has some noticeable input delay.i honestly dont know what to do anymore.

my specs:
core i5 7200u
intel hd graphics 620
(current driver version is 31.0.101.2140)
8gb ram
256 ssd

my windows version : 10 pro 22h2 .
