First, do not be afraid to release the CAPS LOCK.
Your processor is actually from 2010, which makes it more than 9 years old.
Your (Arrandale) processor has never been SUPPORTED on Windows 10.

If you choose to use Windows 10, you will be using the Microsoft provided generic graphics driver.
A complaint? That certainly is your prerogative. Against whom, and for what? Again, your decision. Regarding what Dell told you is between you and Dell. However, this is a support forum for Intel products, not a legal advice forum. Take such matters to your attorney.

Also, alternatives:
- Go back to Windows 7, which Microsoft will only support until January 2020.
- Get a new(er) system that is supported by Intel on Windows 10.
- Use Linux
