How can I definately uninstall the annoying "energy server service queencreek ", window  popping up every few minutes?

I would uninstall the Intel customer improvement program, and then I would uninstall IDSA.

 

You did not specify what graphics you have.  However, it is likely you took the defaults at install time and the two programs above were installed with the graphics driver, which is a crime being commited by Intel.
