turning vsync off for Mobile Intel® 4 Series Express Chipset Family

Just downloaded the current version of Mobile Intel® 4 Series Express Chipset Family, Windows7 user

followed instructions fromhttp://www.intel.com/support/graphics/sb/CS-004692.htm this page to turn off vsync, but it doesnt work

as shown in second picture, there is no such option as Asynchronous Flip

third picture showed that the there is no Off option for vsync

so if the application doesnt offer the option to turn off vsync does that mean it will always be on?

Indeed, Vsync will always be enabled, unless you are running an application that is able to disable it. You'd need to configure that from within the application itself.
