When the GPU is fully under load (228W) and with the default ARC Control fan curve, there are inverted spikes of power usage. I believe that the card is wrongly thermal throttling (the temperature limit is set to 90°C, but the VRAM is at 85°C and the core is at 80°C), and when it's throttling like that, it's for too long, creating those sort of valleys in graphs with the wattage going as low as 90W even though the card is fully under load, and core clocks going as low as 300Mhz. I already did a DDU. Please do not tell me to get out of Windows insider : I'm in the queue to get out of it, and this issue occurs since the latest 4369 drivers, meaning that it's very not likely due to Windows

Thank you for posting on the Intel® ARC™ Graphics Communities. I am sorry you are experiencing thermal throttling issues with your Intel® Arc™ A770 GPU.
I understand that you are already working on getting a stable version of Windows 11 on your system. The latest stable build will be 22621. As the first troubleshooting step, it is necessary to confirm whether the issue happens only on Insider Preview or not. In this case, once you have reinstalled the Operating System, I would advise resetting your BIOS to default settings as well as resetting the Intel® Arc™ Control Software Performance Tab to default settings.
If the issue is confirmed to happen on Windows Build 22621, please monitor the GPU behavior using Intel® Arc™ Control Software and share screenshots if the same behavior is visible from the software.

Thank you for letting us know. We will be doing some testing and checking if the issue can be reproduced from our side. Is there any other setting or step that we need to be aware of in order to try to reproduce this issue? Or, do you just run MSI Kombustor with the Vulkan preset and monitor with MSI Afterburner?
