ARC A770 GPU stuck at 300mhz if the system was powered on from a cold boot

The environment of my PC:

 

CPU: I9-9900KF

RAM: 64GB

MB: ROG STRIX Z370-G GAMING

OS: Windows 11

ARC Driver version: 31.0.101.4255

Power Supply: Antec High Current Gamer 850W

GPU: GUNNIR Flux Intel Arc A770 16G

 

It was found that GPU frequency was locked to 300Mhz while the system was powered on from a cold boot. Even though the GPU loading increased like gamming, the GPU operating frequency was also locked to 300Mhz and did not increase. This caused many applications to be  lagging and nearly not usable.

 

The situation would be recovered if I restarted the system from pressing restart button in Windows. The GPU would back to the base frequency of 600Mhz and ran up to 2400Mhz. The situation became normal.

 

I think it is a driver issue and I hope that Intel Graphics Driver Team can give a quick fix to it. I do not want to power on my PC and restart it ever time when I am using it.
