From searching around I seem to be having the opposite problem of other people. I have a Sparkle B580 and I am unable to view the bios when using displayport, and it does not work until Windows and the driver loads.
The bios does work great with HDMI and no delay or anything in the monitor waking up.
With DP it will be in an 'on' state but a black image until windows, no bios or splash screen.
The monitor is an older 34UM94-P, with DP 1.2.
Windows 11 Pro, Driver 32.0.101.6259.

Thank you for your update. It appears that I need to coordinate this issue with our team for further investigation, as I have exhausted all possible solutions on my end.
In the meantime, please try updating your graphics driver to the latest version: Intel® Graphics Driver 32.0.101.6557/32.0.101.6262 for Intel® Arc™ B-Series Graphics. Before installing the new driver, kindly use Display Driver Uninstaller (DDU) to completely remove the older version of the driver.

Additionally, could you please provide the make and model of the previous cable you used and the new one you tested? It seems that we can only configure and call the BIOS when the monitor is set to DP 1.1. Allow me to discuss this internally to gather any insights and explanations regarding this matter, as I have cross-checked the monitor specifications and confirmed that it is indeed supported by this card.

I just wanted to check if you have already completed the steps I recommended, including using DDU before updating to the latest driver. Additionally, could you provide the make and model of the previous cable you were using and the one you bought to test the graphics card?

Behavior seems the same after a DDU and update to the latest driver you provided. Its as if the GPU negotiates DP 1.2 during boot, however is unable to display anything from the bios, until Windows loads.
As mentioned it seemingly has "a signal", it is just black. As if it is a secondary monitor or something during boot.
Old cable is a generic one I think, don't see any branding on it. New one is 'Stouchi DisplayPort Cable 2.1, 16K' https://a.co/d/hWwaP3w which has plenty of reviews for being decent.

We are currently investigating the issue you are experiencing with your display during the POST and boot sequence. Based on our initial assessment, this does not appear to be a driver problem, as the graphics driver does not load during these stages. It might be related to the GPU firmware or be monitor-specific.
To assist us in resolving this matter, could you please provide clarification on the following points:
- During the POST, are you using two displays, or is there only one connected via DisplayPort (DP)?
- We have noticed that since switching to the DP 1.1 standard, the POST and boot sequence appears on the DP. This might be a compatibility issue. Please be aware that this issue might receive a lower priority from a development standpoint.
- Would it be possible for you to test with a different DP monitor? We understand that you were previously unable to do so, but testing with another monitor could help isolate the issue more quickly.

I would agree this seems to be firmware-level.
1. Single display connected, DP
2. DP 1.1 does not support full resolution/refresh of monitor. So this seems that it is unable to negotiate a DP 1.2 signal during POST.
3. I tried an Asus MG279 at 2560x1440 144hz and it did seem to work via the same DP port and cable on the PC. POST did display and the monitor reported 144hz at the time. This should be enough bandwidth to require DP 1.2/HBR2 so the card is overall capable of pushing this during POST.

After reviewing the situation, it appears to be a compatibility issue that may require a firmware update. I want to set the right expectations regarding the resolution of this matter. Currently, most of our resources are dedicated to addressing critical issues that impact popular apps and games. As a result, this particular issue, which affects only one specific display make and model, is not receiving high priority. Therefore, I cannot guarantee that a fix will be developed in the near future.
In the meantime, I recommend reporting this issue to the monitor manufacturer as well, as they may need to provide an update on the display's firmware.

tl;dr Bios --> enable "Resize BAR" (REBAR) and "Above 4G decoding".
Using older monitor (acer V243HL), via DVI-HDMI adapter.
Same problem here. On turning pc on, all black until windows login screen (first actual launch not even log in screen, had to borrow a monitor to install drivers).
Borrowed monitor (with native hdmi). Everything works just fine.
Tried all sorts of clean driver / bios / whatever installs mentioned in this thread. Did not help much.
Noticed that some elements in games feel really wrong... (Zenless Zone Zero Bangboo repair, that "mini game" having like 1-2 fps, while the rest of the game runs just fine).
Going on... noticed problems with animations in programs. Simple ones, like "Fade In" of an element in programs.
More digging... couple videos in... found out that B580 requires "Resizable BAR" enabled in bios. And that was it, no more animation stuttering in apps, monitor shows stuff pre windows login screen, no more in game problems.
Ps. Also had random pc restart problems, bios update fixed it. Maybe GPU driver install is supposed to enable REBAR and bios update disabled it or smth.
