B580 Power Draw Issues

I have this GPU for a few months, and the performance is erratic, i have played on high and medium multiple games with no issues, but now the GPU draws less power and stays below 90w

I even managed to capture its behavior when focusing the game window, or when im focusing something else like a google tab or even discord on the second monitor, all this while the game runs on the background.

The performance drops exactly when i focus the game as shown by the red circles
The gpu literally draws more power the second i focus something that isnt the game itself.

I have tried using the tunning tools from intel, they feel completely useless, turning power cap to 120% or boosting low latency does nothing to change its behavior.

If you may have any other question about me i can answer this:
I run 2 monitors, 850w gold psu, 32gb ram, REBAR on, 5900x, i have tried all power plans, i have tried removing any power blocking utility from windows, i have the latest driver, used DDU multiple times trying to see if it would fix it, updated bios and chipset

The middle part is when i was ingame, before that and after that i tabbed out, and power consumption went up somehow while focusing the graphics software

Forgot to add, notice how the FPS are capped at 9.2 i know that when the gpu is good the FPS are not capped at 9.2 or the power draw being stuck

Well, today i tried it all, taking out the GPU, changing the 8pin power cable, changing the PCIE slot, i ran out of ideas

My last resort was playing around on the BIOS, decided to reset everything to default values, it didnt fix anything, i was about to swap in my 1070

Right when i was about to exit bios i noticed 2 settings PCIEx16 and PCIE slot config, you can choose AUTO, GEN1, GEN2, GEN3 and GEN4

For some reason the MOBO comes with AUTO by default, i decided to put it on GEN4 for both entries, now i do notice the GPU is able to reach 150w or more on a stresstest and the presented FPS go up

What amazes me from this is that i never touched that setting before, and for some reason the computer while being on AUTO from GEN3 or GEN4 to a lower one because it clearly wasnt drawing power, it wasnt putting in the work and it obviously stopped performing as it used to

This thing is incredibly finicky, i tried out FC25 and i noticed i came back to the same performance issues, went to insurgency to test, same thing, but then i decided to run Ready or Not which runs DX12, and the GPU was fine, 100fps high settings, went to BIOS clicked on reset values, turned on XMP and Rebar and manually selected Gen4 for PCIE slot config and now FC25 and insurgency run extremely fine, as if nothing happened, i cannot comprehend this behavior honestly

atleast i know the temporary fix
