You can reduce the effect somewhat by tinkering with shadow settings and raytracing settings. But no matter what you do it never really goes away.

Please make sure you provide the following basic information when reporting a bug:
- What is the graphics driver you are using?
- Confirm you are using the latest driver 32.0.101.6559 (WHQL Certified) available. If you're not on this version, you may download the driver here: Intel® Arc™ & Iris® Xe Graphics - Windows*
- A clean driver installation using DDU in safe mode is recommended. Here's the link for reference: Clean Installation of Intel® Graphics Drivers in Windows* How to Use the Display Driver Uninstaller (DDU) to Uninstall an...
- You could also test using the latest non-WHQL driver. This driver goes through all Intel quality assurance processes and is safe to use for evaluation.
- Tell us the name of the game or application and where to obtain it (Steam, Epic, etc.)
- Provide us with the Intel SSU report from your system.
- If you do not wish to submit the SSU report then at least provide us with the following information about your system:
- Processor make and model.
- Power Supply make and model.
- Motherboard make and model.
- Amount of memory (RAM).
- Operating System version/build number.
- Processor make and model.

I've tested this using different versions of drivers including the latest (32.0.101.6559)
Driver version does not affect the problem at all.

Oh I see ofc. Sorry I dunno why I didn't get that.
No the game has been this way ever since i purchased a B580. When I used the Geforce RTX 4090 the game worked flawlessly in both performance and visual quality.
But I had to RMA the geforce card since it was behaving oddly and bluescreened things randomly even just watching netflix. But before I did I purchased a B580 because i didn't know how long the RMA process would take.
Turns out it was a very good thing I did because they confirmed that my 4090 indeed had issues but they couldn't send me a replacement card because NVIDIA were no longer making them. And now I'm stuck in waiting for the 5xxx series that has all kinds of issues apparently.
I really wish Intel or AMD would've produced enthusiast grade cards as well. Because I would've easily bought one seeing as how nvidia is handling things now.. both with paper launch, overpriced cards, poor quality with cables catching fire, lying about prices, etc. But as the market is currently if you want really good or the best performance you have to go with NVIDIA even if you'd prefer not to...
I also posted this on the games forum which a few other B580 users also has responded to having the same problems. I was hoping to get the game devs attention but seems like they don't really care overthere. Heres the link to the post:

Hi everyone,
I was able to reproduce the issue and it has been reported to our driver development team. As soon as there is any news we'll update this thread.
Side note, in my test I noticed the issue goes away when Ray-Tracing options are turned ON... perhaps give it a shot as a temporary workaround.

Also please tell them to do a performance check as well. I dunno if it is related to the aformentioned issue, but as a psyker casting a staff projectile (i don't remember which one) into like tops 3-4 mobs tanks the Performance/FPS somewhat. The effect didn't really look like it would be something that should be tanking performance either. Sure if i hit like 20+ mobs i could kinda believe that a perf hit like that would be reasonable / could happen, but not 4. This was also not a problem at all on my 4090 either but if that was due to it being a more performant card or because of better drivers, I dunno.

I encourage you to update your graphics driver to this version and would be grateful if you could share your feedback once you've done so.
Prior to updating, please perform a clean installation using DDU to remove any traces of old drivers. This step will help guarantee the best performance and stability.

Hi NormanS,
I have moved on to a Geforce 5090 card so I can no longer meaningfully contribute anything here.
However I'm still hoping you guys continue to refine your GPU's and above all come up with some more powerful ones (preferrably some that could at least compete with the Geforce 80 series of cards (4080, 5080, and so on). As this is something very much needed in the GPU market today. And if one day you do, I'll be buying on day one!

Concerning XeSS2, it's important to note that not all games supporting Super Sampling are compatible with Xe Super Sampling. The game developer must verify whether XeSS 1 or XeSS 2 is supported.
