I have a B580, and i'm getting 40 -60 fps 1080p in multiplayer all settings low.
System is as follows:
CPU: 5700X3D
RAM: 3600mhz CL16 32Gb
MOBO: MSI MAG B550 Tomahawk
PSU: EVGA SuperNOVA 850 G+ Gold
Storage: OS is on a 500gb Samsun 980 Pro PCie 4.0x4 NVMe
Game is installed on a TEAMGROUP MP33 2 TB PCie 3.0x4 NVMe
GPU is pegged at 99%; if i use upscaling, still no change in fps. I also have noticed that the power is around 70w and will only go higher in the menus??? I checked the IGCC and did basic tuning to have the slider for power go max, same as temp. Temp never goes over 60c. CPU is never pegged out. I have used the Alt enter and it does seem to kinda work???. Start the game in windowed mode then Alt enter into full screen.
Other things I have checked is the PCie link power state is off/max power (not power saving) Also checked the PCie reported by GPUz shows 4 x 8 lanes.

1. Is the issue isolated to a specific game?
2. Is ReBar enabled?
3. Does the Alt+Enter workaround consistently improve performance, or just sometimes?
4. Have you tried the B580 in a different PCIe slot or different system?

Only BF6, Rebar is enabled. Yes Alt enter seems to work consistently. I have not tried a different Pcie as the other ones are 3 x 16. Ill work on getting a SSU

1. GPU power limit or bugged driver profile
You mentioned it only draws ~70 W and spikes higher in menus — that’s a big red flag.
A properly functioning B580 GPU (Intel Arc A580) should easily hit 175–185 W under load.
Open Intel Arc Control → Performance → Telemetry and confirm:
Power limit slider = 100%
GPU utilization = 99%
GPU clocks = around 2200–2400 MHz under load
If the clocks are much lower (like 1100–1500 MHz), it’s power or driver-related throttling.
2. Reinstall or clean the driver
Use DDU (Display Driver Uninstaller) in Safe Mode to remove all Intel GPU drivers.
Then reinstall the latest Intel Arc driver (WHQL) directly from Intel’s website — not Windows Update.
3. Resizable BAR (ReBAR)
Arc cards depend heavily on ReBAR.
Check in GPU-Z → Advanced → PCIe Resizable BAR — it must say Enabled.
If it’s “Disabled” or “Unsupported,” enable it in BIOS (Advanced → PCIe Settings → Resizable BAR → Enabled).
4. BIOS + chipset drivers
Update to the latest MSI B550 Tomahawk BIOS (especially those with AGESA 1.2.0.x updates for ReBAR).
Reinstall the latest AMD chipset drivers from AMD’s official page — not MSI’s.
5. Power mode in Windows
Set to Ultimate Performance (or High Performance).
Run powercfg.cpl → select “Ultimate Performance.”
Disable Windows Game Mode just for testing.
6. Background apps
Make sure Arc Control, MSI Center, or Afterburner aren’t fighting each other. Close everything except the game.
7. Test in another game
Run something like 3DMark Time Spy or a consistent benchmark (Cyberpunk 2077, Forza Horizon 5).
If power usage is still stuck ~70 W and FPS scales poorly → definite GPU issue.

As I mentioned in the first comment, I have the power slider for the gpu set to 100 same as temp. The clocks are higher then 2400. I have tried it in default tuning and my custum tuning at 3.2. I have performed a DDU and rebar is enabled. chipset is updated and bios is only 3 versions back. It has 1.2 agesa. I leave the windows power mode on balanced as recommended by AMD for X3D cpus, I instead have maximum performance selected in the GPU preference selection in the graphics settings in windows for applications. I have seen other Arc users commenting that their have the same issue and the alt enter is what they have been using. So Ive accepted that its a intel driver issue with the game.
