I recently purchased a Lenovo Thinkpad T490s (8th Gen intel) core i5. Each time I plug in or plug out the charger, the display flickers (turns black) for a few milliseconds. I found it was due to the refresh rate being different (plugged in 60Hz and plugged out 48Hz). I tried every possible method I know of or from online forums, I am not able to force the refresh rate stay at 60Hz (either on charge or battery).
I downloaded the Intel Graphics Driver from Lenovo's official website, when I install it, I don't either see the tray icon for intel graphics software nor do I see any option for intel graphics control center (when I right click on desktop).
I installed different versions of windows 10 and 11 but the issue persists and I can't gain access to the intel graphics control center where I can keep the refresh rate constant.
It is extremely annoying as I have been trying several methods/3rd party softwares since a few days but nothing seems to be working.
Any solution please?

Thank you for contributing to the community! Occasionally, the Intel Graphics Command Center (IGCC) might not appear in the system tray unless it has been opened. To locate it, try searching for "Intel Graphics Command Center" in your Windows search bar. If you still can't find it, you can download the application from the Microsoft Store under the name "Intel Graphics Command Center (Beta)."
After installing the IGCC on your system, please follow the steps outlined below:
- Disable Dynamic Refresh Rate Switching in IGCC (Intel Graphics Command Center)
- Open IGCC.
- Go to System.
- Set Dynamic Refresh Rate Switching to Off.
- Disable Power Saving Mode in IGCC
- Open IGCC.
- Go to power settings.
- Set Power Saving Mode to Off.
Additionally, can you answer the following questions below:
- When installing the graphics driver, have you attempted a "Clean Installation" or used the Display Driver Uninstaller (DDU)?
- Have you tested with the latest graphics driver available on the Intel website?
- Have you reached out to Lenovo for additional support?
