In the game Robocop Rogue City when video placed to any 3d surface/model and showed to the player it has perfomance drop and underutilisation.
Also in the middle of the campaign there a level with many 3d surfaces with video files placed on them and in result it gives 5 fps.
Developers used .mp4 container/format for storing video files for some unknown reason not typical .bik bink video.
Card Sparkle A380 Elf, driver 6449. Win 10. No codecs installed in the system or something like that.

Could you let us know any troubleshooting steps you've already tried
I played the game previously on gtx 1050 and can compare. Nvidia card drops fps only when vram is full.
you tried using the Display Driver Uninstaller
Driver is installed on a fresh OS in december or so.
installation of the latest Intel graphics driver
I will update driver maybe 1 time per half of the year. The machine is working and other games too.
