Hi Intel Arc team,
Like a lot of people, I have been experiencing severe graphical flickering when playing Starfield, something that has been listed as a known issue in the last few driver release notes. However, the listed workaround does not work (messing with the render resolution only sometimes fixes it when using values higher than 80 when playing on Low, really killing the already low FPS).
What worked for me is setting particle lighting to medium at least. You can test it yourself by playing on the Low preset with a low render resolution and finding smoke which seems to always trigger the flickering.
This won't fix your low FPS, but it does allow you to use a lower render resolution without having flickering.
By using the display settings in the screenshot below I have not seen any flickering so far.
Interestingly this issue is identical in appearance to the flickering I experienced in Dying Light 2, which I posted about on these forums and was eventually fixed (Dying Light 2 graphical issues with Arc A770 - Intel Community). @Andres_Intel Maybe this can help pinpoint what is causing the problems?
Cheers,

Hello everyone,
Thank you for the information provided. There is a new driver version available that was just released. We would like to recommend you install the latest driver, 31.0.101.4952. But before installing the driver, you should run the Display Driver Uninstaller (DDU). Please note that previous driver files and leftovers can affect the functionality of your system, and the DDU tool will eliminate all the previous driver installation files.
marcoV, based on the system report you provided, your Operating System build is 22621. However, there is a new build available, 22631. So we recommend you install the latest updates for your operating system.
Best regards

Hi Jean,
I can confirm that the flickering is gone after having updated the driver and OS.
Overall performance has increased but playing beyond low settings is still sluggish at 1440p,
Thank you!
