- Take screenshots of the game settings in case we need to replicate the issue later to do it as accurately as possible.
- Did the game work at highest FPS before?

Thank you for your patience and all your time.
We have been working on your issue, and I want to let you know that this is unlikely to be picked up by our driver development team since both DX9 and this game are very old. Most importantly we can see better performance already using DXVK (although this is not developed by Intel nor a direct endorsement).
To use Vulkan API through DXVK follow the instructions below (instructions video here: https://youtu.be/1bNPonENBaE )
1. Download the latest DXVK file from https://github.com/doitsujin/dxvk/releases
* As of 11/08/23 the file is "dxvk-2.3.tar.gz"
2. Unzip the file and Navigate to the "x32" folder.
3. Copy the files "d3d9.dll" and "dxgi.dll"
4. Navigate to the GTA IV default installation path "C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto IV\GTAIV"
5. Paste the files "d3d9.dll" and "dxgi.dll" into the GTAIV folder.
6. In the same GTAIV folder create a new .txt file named "commandline.txt"
7. Add the following content to the .txt file
-percentvidmem 100
-nomemrestrict
-norestrictions
-noprecache
-novblank
-availablevidmem 16256.0
8. Save the file and exit.
9. Launch the game.

As you see the image of the green color means the performance of the computer I have is very high ok, then RAM, GPU, CPU, M.2 HARD DISK, RM850 Modular power supply, as you see the performance is very high the components mean, The problem with my computer is not, it is the drivers that are very, very inferior to the performance of the games.
If it puts the GPU at 92.8% it is because it has not passed the test, but like the image, the general performance is very high. But I repeat, general performance is different from gaming performance.

I have been working on the investigation and I want to let you know from the video you shared the game is playable at high FPS (> 100) on High-Very High settings and thus it is unlikely this is going to be picked by our development team considering the game's age and userbase. We will still submit it to the drive debug team but don't expect a fix that is specific to this title anytime soon.
As soon as we have more details about it I will let you know.
