Very low or poor performance from 40 to 70 FPS GTA IV DirectX 9

I still have more problem, the performance of a GTA 4 game is still regular, that is to say regular, from the Rockstar Launcher, that is to say Grand Theft Auto IV uses DirectX 9 API version and very low performance 40 to 70 FPS, and I run from Launche Rockstar, The thing is that if it goes from 40 to 70 FPS I see it as very low, I should go to more than 100 FPS, that is, I give an example 200 FPS, but it should go more or less 155 or 175 FPS, use DirectX 9 and then I will send a small video, remember, I have everything updated with the drivers, activated Resizable bar, etc., it uses DirectX 9, I repeat, I have not seen any improvements, there is only one GTA 4 game missing, I repeat, it should go from 100 to 155 and some areas 175 FPS, I will still send the video later

To have a better understanding of the situation, please answer the following questions, some questions have been asked in other threads, but this will help us to have the information as updated as possible:

• Take screenshots of the game settings in case we need to replicate the issue later to do it as accurately as possible.
• Did the game work at highest FPS before?
• Download and attach the report for the following tool Intel® System Support Utility for Windows (SSU) to know your hardware and software configuration, for guidance How to get the Intel® System Support Utility Logs on Windows.

I see in the Intel® SSU report that your system is up to date and I noticed that you have installed the latest graphics driver version 31.0.101.4900 we released this week, by any changes did you install this driver using the Display Driver Uninstaller (DDU)?

We have been working on your issue, and I want to let you know that this is unlikely to be picked up by our driver development team since both DX9 and this game are very old. Most importantly we can see better performance already using DXVK (although this is not developed by Intel nor a direct endorsement).

To use Vulkan API through DXVK follow the instructions below (instructions video here: https://youtu.be/1bNPonENBaE )

1. Download the latest DXVK file from https://github.com/doitsujin/dxvk/releases

* As of 11/08/23 the file is "dxvk-2.3.tar.gz"

2. Unzip the file and Navigate to the "x32" folder.

3. Copy the files "d3d9.dll" and "dxgi.dll"

4. Navigate to the GTA IV default installation path "C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto IV\GTAIV"

5. Paste the files "d3d9.dll" and "dxgi.dll" into the GTAIV folder.

6. In the same GTAIV folder create a new .txt file named "commandline.txt"

7. Add the following content to the .txt file

-percentvidmem 100

-nomemrestrict

-norestrictions

-noprecache

-novblank

-availablevidmem 16256.0

8. Save the file and exit.

9. Launch the game.

I tell you once again, I have evaluated the total performance, that is, all the components, okay, the performance is quite good, I have everything on top, the performance is brutal, both the CPU, GPU, RAM and hard drive, and there are the drivers, you I will send images of the general performance of the computer

As you see the image of the green color means the performance of the computer I have is very high ok, then RAM, GPU, CPU, M.2 HARD DISK, RM850 Modular power supply, as you see the performance is very high the components mean, The problem with my computer is not, it is the drivers that are very, very inferior to the performance of the games.

If it puts the GPU at 92.8% it is because it has not passed the test, but like the image, the general performance is very high. But I repeat, general performance is different from gaming performance.

I have been working on the investigation and I want to let you know from the video you shared the game is playable at high FPS (> 100) on High-Very High settings and thus it is unlikely this is going to be picked by our development team considering the game's age and userbase. We will still submit it to the drive debug team but don't expect a fix that is specific to this title anytime soon.

As soon as we have more details about it I will let you know.
