When playing on Arc B580 here, initially, the characters in the background of the game menu move with jerks and when the game itself starts, these jerks continue, the whole game feels like jelly.
I played it on the integrated graphics in the AMD Ryzen 7 7700X processor, there were no problems.
After downloading this file from github.com and placing it in the game folder, the lag stopped, but unfortunately, this file causes mismatches and game crashes.
My game path looks like this: D:\SteamLibrary\steamapps\common\Command and Conquer Generals
What does it do? It converts the Direct3D 8 API to Direct3D 9.

Description of this file, from the developer's website:
This is a pseudo-driver module that intends to improve compatibility and stability in games using Direct3D 8 for rendering by converting all API calls and low-level shaders to equivalent Direct3D 9 ones. By that it also opens those games to new possibilities from proven modding tools written for Direct3D 9, including ReShade.
Note that d3d8to9 does exact translation from Direct3D 8 to Direct3D 9 only. But on recent versions of Windows, depending on system settings, GPU drivers and other factors, rendering behavior in Direct3D 9 using d3d8to9 may differ from native Direct3D 8. One common issue is VSync getting enabled with d3d8to9, even though it appears inactive in native Direct3D 8, despite the application enabling it. This may give an inaccurate impression of lower performance with d3d8to9, while it actually follows what the application requests. If you want to tweak this behavior, such as forcing VSync to be off, it is recommended to use a separate tool, such as dxwrapper, which uses d3d8to9 internally for API call conversion, but adds additional configuration opportunities.

I would like to confirm, that myself would like to be notified about the process of the solution for the issues regarding Command and Conquer Generals Zero Hour and Intel Arc GPUs. Its one of my favorite old games, which always worked perfectly fine with nVidia or AMD GPU products. I bought Intel Arc because i wanted to support a third GPU option, but these little issues such as problems with older games gave me a headache. Playing this game without issues would be amazing. Dear Intel Arc Dev team, if you have any further fix ideas or maybe an update for the driver, that would be amazing! We are really grateful for your efforts.

Why do you think I'm not surprised? Because you've already closed a similar thread in exactly the same way. Looking at the forum replies, I'm not sure you've helped anyone. Most of the time, everything resolves itself somehow.

I updated my motherboard BIOS to the latest available version: 7D76vAN5 (beta).
I also installed your new drivers: Intel Graphics Drivers 101.8509 WHQL.
I updated my Windows 11 Pro 25H2
Build: 26200.7840
And nothing changed.
I also checked the system image using these commands:

sfc /scannow
