Intel Arc A750 Fan Fails to Spin After Waking from Sleep/Hibernation When Using Custom Fan Curves

Issue Description:
My Intel Arc A750 graphics card fans stop spinning after the system wakes up from Sleep or Hibernation mode. This happens even when temperatures reach 80–90°C. This issue specifically occurs whenever I apply a custom fan frequency/curve; if I use the default settings, the fans operate normally. Currently, the only way to get the fans working again after waking the PC is to restart the Intel Graphics Software.
System Specifications:
  • CPU: Intel Core i5-12400
  • Motherboard: ASRock B660M PG Riptide
  • RAM: T-Force DELTA RGB DDR4-3600 32GB (8GB*4)
  • Storage: UMAX M1500 1TB Gen4 PCIe NVMe SSD
  • GPU: Intel Arc A750 Limited Edition (8GB)
  • PSU: Apexgaming STR650MW (650W)
  • Driver Version: 32.0.101.8735 (Latest)
Troubleshooting Steps Taken (Tested individually and cross-verified):
  1. Performed a clean driver uninstallation using DDU and reinstalled the latest driver (32.0.101.8735) with Resizable BAR enabled.
  2. Disabled "Fast Startup" in Windows.
  3. Set "PCI Express Link State Power Management" to Off in Power Options.
  4. Enabled "PCIE Native Control" in BIOS (Default: Disabled).
  5. Set "PCIE ASPM Support" to L0sL1 in BIOS (Default: Disabled).
  6. Set "PCH PCIE ASPM Support" to L1 in BIOS (Default: Disabled).
  7. Enabled "DMI ASPM Support" in BIOS (Default: Disabled).
  8. Enabled "PCIE Devices Power On" in BIOS (Default: Disabled).
  9. Manually set PCIE1 Link Speed to Gen4 (Default: Auto).
