Quartus Prime Installer cannot establish connection with internet

I was searching the blog and found an individual with the exact same problem I am having.  I was unable to find an answer to his question.  Can someone help me with this issue?  I would appreciate it very much.  Thank you.  The original question is as follows

"Dear Intel Support Team, I am encountering an issue during the installation of Intel® Quartus® Prime software, where the installer fails with the error: "Internet connection cannot be established." As shown in the attached screenshot, this prevents the download and installation process from proceeding. I have already attempted several troubleshooting steps to resolve the problem, including: Disabling the Windows firewall and antivirus software temporarily; Manually configuring the proxy settings in the installer (using HTTP proxy address 127.0.0.1 and port 7897, which corresponds to my local proxy tool, Clash); Verifying that my internet connection is working properly through browsers and other applications; Following the solutions suggested in the community thread https://community.intel.com/t5/Intel-Quartus-Prime-Software/Quartus-lite-download-error-Internet-connection-cannot-be/m-p/1625333. Unfortunately, none of these methods have resolved the issue. The installer still fails to establish a connection even when the proxy is correctly set up and confirmed to be working for other applications. Could you please advise if there are any additional configuration steps required for the installer to work behind a proxy, or whether there is an alternative way to download the installation files (e.g., offline installer or direct download links)? This error usually happens because the Quartus online installer doesn’t handle proxies or local proxy tools well. Even if your internet works fine elsewhere, the installer often fails behind custom proxies. The simplest workaround is to skip the online installer and use the offline installer (full package) from Intel’s official download center. That way you don’t need the installer to fetch files over the network. If you must use a proxy, Intel recommends configuring a direct HTTP/HTTPS connection rather than loopback addresses like 127.0.0.1:7897, since the installer doesn’t support local proxy tools.
