I have read a number of references to deployment of vPro and AMT with a USB key to simplify the install, but generally for Enterprise installs. Is this functionality available to configure a machine into Small Business mode, and if so, how would I generate said USB key?

Hello,
Currently there is no capability to use a USB key to configure a system in SMB mode. You could probably customize the Intel SCS (downloadable from the Manageability Developers Community web site), to do this...

You can also use the Setup & Config Application directly which is part of SCE.

The USB key does not configure the AMT portion of the PC. It only loads some initial values to identify itself to the SCS that then configures the PC remotely. The USB key can not be customized, and the USB key can only be used to load these initial values.
