Your request is simply too terse for us to understand what you are asking. Please me more explicit. What is it not doing that you want it to? What is it doing that you don't want it to?

My TV is in a cabinet and it's not easy to get to my stick, so it's not convenient to get to the switch. So do I just leave it on ?
If I shut down windows how do I restart ?
Don't I need to use the switch to restart it.

Just leave it on. It will idle itself until you next need to use it.

I would add that this is a good thing to do anyway. Windows 10 will periodically connect to the Microsoft Update web site and download and install any updates that your stick needs...

In this case, the option provided by N. Scott Pearson will be the best thing to do, to leave the stick on so you do not have to keep using the power switch to turn it on/off.
